Anchorage wants to trade 10 acres off Tudor Road for a downtown parking lot, and the parking lot appraised higher.

The Anchorage Community Development Authority is proposing a land swap with the State of Alaska. The city would give up the Tozier Track parcel, nearly 10 acres south of Tudor Road that once hosted the Alaskan Sled Dog and Racing Association and now sits mostly empty with two dilapidated structures. In return the city would take Block 102, four adjoining parcels totaling 1.6 acres along Ninth Avenue between D and E streets downtown, currently used as a parking lot.

The appraisals explain the math. Tozier Track came in at $4.13 million; Block 102 came in at $5.24 million.

Who this is built for: the deal requires at least 70 percent of the downtown block to be developed as residential dwellings, at a density floor of eight dwellings per acre, targeted at households earning 80 to 120 percent of area median income, the range commonly called missing middle housing.

What happens next: the Anchorage Assembly is expected to vote later in September. If it passes, the trade could proceed in October. Assembly meeting agendas and public testimony details are posted by the Municipality of Anchorage. As ACDA director Mike Robbins put it, this is the beginning of the process, not the end.
